Even though Hegel finds serious problems and conflicts of the modern State, analyzes and criticizes them in a subtle way, however, he does not solve them in a way that can be considered adequate, satisfactory and complete. One of these great problems is the poverty and misery generated by the economic system of the modern State. The text deals with this problem in Hegel's Philosophy of Law. First it presents the indispensable elements of the Hegelian theory. Next, central elements of civil society closely linked to poverty are exposed and analyzed. Finally, critical reflections of Hegel's proposal are carried out, mainly in the sense that another form of civil society is needed, specifically, of the “system of needs”, that is, the economic system of production, distribution and consumption of the wealth generated in and by the political community (the State, in a broad sense), in order to be able to solve the problem of poverty and social injustice.
