Abstract

The present text includes the Second Report of the CSS that picks up the elaborations of the members of the Civil Society Follow-up Commission to the Sentence T-388 of 2013 on specific topics about overcrowding, health, personal integrity and affectations to freedom of all persons deprived of liberty in general, but also of persons who should receive differential treatment, such as indigenous people, women and LGBT persons. The report has three parts: 1) Introduction, 2) Analysis of specific affectations on prison and penitentiary matters and 3) Conclusions. It was carried out by experts that compose the Commission, in order to participate in the elaboration of a public policy that allows people deprived of freedom to the effective enjoyment of their rights.
