Impact of Municipal Investment Management on the Human Development Index in the Mantaro Valley (Peru)

Abstract

The objective of the research shown here was to verify the variation achieved by the municipalities of Mantaro Valley regarding investment management in the Human Development Index (HDI), from 2007 to 2013. The study used a quantitative approach, of a substantive type, with an ex post facto type non-experimental design of explanatory and causal level. The aforementioned Valley is very important for Peru, due to its size and its farming production; 86 municipalities invest public resources in the area. A statistical linear regression was used among the established variables. The analyzed information allowed to point out that investment management has not been a determining factor neither in HDI variation, nor in their components (life expectancy at birth, per capita income, or variation of the population with complete secondary education). This has challenged the type of public investment that only searches for measures to close infrastructure gaps, instead of contributing to the generation of human capacities.
